(1) The work to be done by the Commission in accordance with this Act shall be in accordance with the decision of the meeting of the Commission.
(2) The meeting of the commission shall be held on the date, time and place specified by the chairman as per the requirement. (3) The Secretary of the Commission shall set the date, time and place of the meeting of the Commission and send the notice with the agenda to be discussed at the meeting generally forty-eight hours before the time of the meeting so that all members receive it.
(4) If a member wants to discuss any other topic in addition to the topic mentioned in the agenda to be discussed in the meeting according to sub-section (3), the notice along with the topic and the reason for such discussion should be given to the secretary of the commission at least twenty-four hours before the meeting. As soon as the information is received, the secretary of the commission will inform all the members about it and the matter will be considered to be on the agenda of the meeting of the commission. (5) Regardless of what is written in sub-sections (3) and (4), with the consent of all the members present at the meeting of the commission, a decision can be made on matters not included in the agenda. (6) If more than fifty percent of the members present in the commission are present, it will be considered as a quorum for the meeting of the commission.
(7) The meeting of the commission will be presided over by the chairman.
(8) The decision of the commission shall be by majority and in case of equality of votes, the chairman shall give the deciding vote. (9) The record of the decision of the commission shall be prepared by the secretary of the commission and shall be signed by the chairman and members. (10) A gazetted first grade officer of the Nepal Civil Service shall act as the Secretary of the Commission. Until such employee is appointed, the most senior employee of the Commission shall act as the Secretary of the Commission. (11) Other procedures related to the meeting of the Commission shall be as determined by the Commission.
